DC needs leadership, not management. The DC Council Chair does not run agencies. The Chair leads the legislative branch by setting the agenda, running a fair process, and holding the Executive accountable with serious oversight, disciplined budgeting, and clear priorities.
Jack Evans is running because he has done that work at the highest level for decades. He served as Ward 2 Councilmember from 1991 to 2020, representing neighborhoods that include Downtown, Georgetown, Dupont Circle, Foggy Bottom, Logan Circle, Shaw, Penn Quarter, and Sheridan Kalorama. He was elected seven times, served as Chairman Pro Tempore (Vice Chairman) from 2001 to 2013, and chaired the Finance and Revenue Committee from 1999 to 2019. That is not theory. That is governing experience.
Jack also brings deep experience outside the Council that fits what this moment demands. He is an attorney with a career spanning corporate and securities work and government relations, including time at major firms and as counsel to clients. He has served in senior advisory roles, and he recently resigned from his role as an Economic Development Specialist at the District’s Department of Housing and Community Development, where he focused on expanding economic opportunity, supporting affordable housing efforts, and advancing revitalization in underserved communities.
On the national side, Jack has been trusted with real responsibility inside the Democratic Party for decades. He served as Democratic National Committeeman for DC from 2018 to 2022, was a delegate to multiple Democratic National Conventions, and served as a presidential elector. No candidate is perfect, but Jack’s record shows deep familiarity with the District’s government, budgets, law, and the legislative process.
